Do you suggest that one exposed to toxins & stimulants while surrounded by the womb would effect ones mental form?

I'm not saying mortal born a crack baby because we adjectives know that stuff is bad. I'm merely saying, stuff close to nicotine, caffeine, stuff like that, will it effect someone's mind. I know that physically it can hurt a child but I haven't hear much about the mental aspect of it.Do you suggest that one exposed to toxins & stimulants while surrounded by the womb would effect ones mental form?
